best guess for 2-shift E811 access

Taiji's best guess is Tuesday, though Monday is a strong possibility.
There could be 2-shifts of access either earlier, if there are machine
related (kicker) reasons for doing it; it could be later if E811 isn't
ready. Or both.

There will be a meeting tomorrow at 5 PM to decide when the E811 access
will be, though the outcome of this meeting may be to defer the decision
to the Monday All-Experimenter's meeting.

CDF would like the access on Tuesday. They may not be ready by Monday,
and the access qualifications of the relevant people will have expired
by Wednesday.
